1984 1C....is this a defective planchet

I found this penny today, and I was wondering if this is a defective planchet (lamination??). I can see the defect all across the obverse and into the rims. I hope it is not rot, and I am wondering if this is unusual for a zinc Lincoln.

Looks like a plating problem. A very common defect during the first few years of the Zincolns.
