    It's a medal issued by the US Mint in the Uncirculated Mint sets. There is one for Denver, and one for Philadelphia.

    Many dealers also use these as a way of marking rolls (seeing as they are very similer in size)... Most dealers usually have tons of these jsut lying around because they cut out so many mint sets.
