"Wire money" is what most collectors call these. They are called that since they were physically struck from silver wire. There are some Russian collectors here, hopefully they can ID for you.
Thanks Siberian Man. Does the writing read 'Entire Rus'? I'm assuming it does not have a ruler mentioned?
Not empire. Russia became the empire in 1721, but this coin was minted at XVIth century. Maybe, it's a kopek of Ivan IV...
These are notorious for being hard to attribute. I have a few, and yours looks similar to one of mine from Peter, but I would not dare say I know enough to attribute it. Sorry.
It bothers me that I have not been able to make sense of you coin's legend. The problem is that the whole thing might have been six lines but one coin might show half of a couple lines at best. You might enjoy looking at the 6 pages of coins shown here. http://metaldetectingworld.com/photogalary/wire_%20money/index_6.htm My guess was a Peter I but I can't make sense of it and there are many rare varieties I'll never see. Your coin has the spear indicating a kopeck so you can skip the ones (denga) with a sword.
