Can you post images showing the edges of the package. My 2 cents is that it is not worth USD 200.
Print is too good to be from the government in 1971.

paper is very thick and looks like very old paper, its not a smooth paper it is rough and it has the similar gum pasted on envelop edges as it used to be in inland letters (postal dept.). Apart from that the coin is also in sealed plastic case.

Still if the paper envelope is original, then the price paid is a deal, but if the paper is not original then its definitely not worth the amount paid.

It probably is a one coin proof set of 1971. But I just don't know.

This same coin appeared in the regular 9-coin proof set with a mintage of 4,161. Krause is not clear on this point.

Mintage is only 1594 for the individual proof coins. I believe that's low mintage

5,755 total pices isn't extremely low for that era.

I do agree it's tiny compared to the potential demand and so is the total 8,801 mintage for this two year type coin.
