I came across a completely unknown coin (or token) the other day. Does this seem familiar to anyone?

My best guess at this point is that it's an Indian temple token, but I have no real idea what it is.

What is the time period for it? Any idea of the composition or scarcity? And which side says congratulations?

    -Thanks

They are fairly common, such tokens were made for weddings, the Nowruz holiday, etc. The one with a mirror on it like yours is for weddings, like iranabc mentioned. Time period would be mid-century (1950's-60's). It may be a bit earlier or later, but most are within that period.
It's likely brass, sometimes they are also silver gilded.
