imm 99% sure when these rolls get rolled "unsearched" they take the 09's and 09 vdbs and stick them on the ends, anyone with a machine can get these crimped rolls. and they just happened to find an 09 s in their bulk lot and stuck it on the end knowing it wasnt a vdb.. thats just what i think. how else would almost every single unsearched roll on ebay have an ihc or 09 lincoln on the end.

That's exactly what they do. You can buy old bank roll paper and a crimper, age the paper, seed the rolls on the ends and fill them with common '40's and '50's cents. A regular roll of common cents will sell for $2-$3 whereas the seeded rolls can go into the hundreds. Not bad profit for the bad guy....

    THIS ROLL HAS A <1909 S> KEY DATE {{MAYBE VDB??}} AND A BU <1909 V.D.B.>> {{MAYBE S??}} SHOWING ON THE ENDS

    99.9% no vdb s

This policy is intended to insure an actual sale of the item. There are people who will create an account to bid up junk beyond a reasonable level to protect unknowlegable people and then discard the account. By requiring an account with 10+ feedbacks this becomes much more challenging to do.
