    ???1999 GA Quarter understruck obverse with sunburst.???

    It looks like somebody took a butane lighter or torch to it :eek:

    I don't think it is a mint error.

    I wouldn't write this one off just yet. This could be a capped die strike. Can you post additional pictures of the obverse? A close up without the 2x2 would be nice.

    The copper layer can be seen coming through around the edges. Whatever happened to this coin thinned the layer above it. I would still go with a grinder being used on the coin.

    Definately looks like a torch of some sort, clear circle in the middle, flame causing blackening on outside of circle. Cleaned off a little bit :)
