Mid 1960s through late 1970s Chinese Jiao small denomination notes - but I cannot be sure with the fuzzy images, they might also be rice coupons from food rationing there.

    They are Chinese ration coupons:

    1) "Henan Province Wheat Flour and Rice Coupon", 2 kilograms
    2) "Henan Province Wheat Flour and Rice Coupon", 0.5 jin
    3) "Xining Municipal Flour Coupon", 1 municipal ounce
    4) "Qinghai Province Local Grain Coupon", 0.5 jin

Unfortunately, the images are too blurred for me to read the dates.
