Would This be considered an error?

    I purchased a set of Unc. state quarters. Ive noticed one of them is completely dull / lusterless on one the rear (state side) and the front has its full mint luster? Is this a mint error?

    Probably not. It isn't unusual that a coin might turn dull or hazy in the Mint cello-pak, and just because the others haven't doesn't mean anything. During processing, the planchets for that particular SQ may have been rinsed improperly, leaving a residue on the coin. Once the set left the Mint, the storage conditions (climate) may have caused the reaction which turned it dull.
