This coin is different than other Presidential Series dollar coins I have in that the finish seems blotchy or freckled. Is this due to environmental damage or a mint error? Any help would be greatly appreciated. Thanks for looking!

Looks like a well circulated coin. In so far as the blotches go, they look environmental, and post mint in occurance.

I have recently heard a rumor that the government is to or has stopped production of the presidential series dollar coins. Does anyone know if this is true?

They are no longer going to produce business strikes of the Presidential series. They will; however, continue the proof and uncirculated strikes for the collector sets.
