PMD just scrached at with something sharp it seems like

 

my guess would be PMD

 

It looks as if someone was playing with it and decided to scratch it with an exacto knife!

By the way in the 1999 one it is not the scratched. It is the thing on the horses legs.

 

I believe all of what you're seeing is Post Mint Damage. The marks you see on the surfaces are nothing more than abrasions caused from circulation and/or from when the coins were hitting against eachother in their mint canvas bag.

That's a die chip or "cud chip" (as I've heard it refered to as). Die chips typically add no premium to the coin's value.
