Help identify this coin

    Found it metal detecting n a beach In Staten Island NY.

    Looks like some kind of pirate-themed play money.

    Can you read the text?

    How wide is it?

    I can read "NIPA" to the upper left of the hat. It looks like some type of commemorative token with a colonial gent. Penn had a few of something like them for centennials and bicentennials. Is it brass?

    Ye it definitely says "NIPA" top left; but I cant make out antyhing else other than the colonial suited guy.
    The rear of the coin is completely destroyed.
    I dont think its brass; I found it on the beach, if it were brass it would be green.
    I held a magnet to it and it has no magnetic attraction.

    If found in NY, I was thinking an old subway/Public Trans token possibly.
