It's hard to see the photos but it looks to be coin roller damage. this is the way the coin roller machines at the banks or wherever they are put in rolls does the end coins in the rolls. EDIT: It looks like the date on your coin may have had something wrong like say a partial filled die before the coin roller scratched it.
1999 dime I am unsure about the roller issue. but strongly agree there was a weeak strike on the date. the date is still very clear just very light. the 2nd nine is faint and the last nine is still readable with a magnifying glass. if it was a roller issue why is LIBERTY still clear? I appreciate the response.
Post Mint Damage, meaning damage that was done to a coin after it has left the mint. And, yes, that's my verdict on your coin as well.:yes: -Brian
Not necessarily after it left the mint, but certainly after it left the die. It's more accurate to call it post strike damage rather than post mint damage.
