Most newer notes will have the exceptional paper quality. The difference between EPQ or PPQ (depending on the grading service) and non-EPQ is the feel/look of the paper. If it looks worn and ragged and/or could have been washed, pressed, or altered in some manner, it cannot get an EPQ rating.
