Well, the date is correct for a 1-year issue; but other than that it doesn't match the pictures in the Japanese Numismatic Dealers Assn. Catalog for JNDA#18-10. On your coin the flower in the middle of the 5-circle design at 12:00 on the reverse seems to be much larger than the picture in the JNDA catalog, and the obverse is completely different. Where you have a dragon holding a pearl, reminiscent of the Japanese Meiji silver yen of that vintage, the JNDA picture has a phoenix with outspread wings, topped by a crown.
Perhaps you think of another coin.This is protektariat Japanese and the dragon is the same as the Japanese silver yen.
