Generally a lot of these products get assembled in the main mint in Philly. I live close to the San Fran mint and trust me, I've toured that mint numerous times and know several people that work there. They don't have a large production area to do a lot of retail assembling. They do distribute based on location, sometimes its not uncommon to have Philly coin sets come out of San Fran's distribution facility if your a buyer on the west coast. And vice versa.

First of all, these are not proof sets. They are the Westward Journey Sets which contain one of each of the P&D uncirculated coins and the S-mint proof coin. The uncirculated coins are not processed the way that the Uncirculated Mint Sets are processed. These are the same coins that would be used for circulation, so there is little quality control to ensure high-quality coins.

A proof coin in a set from the mint isn't a proof set? I'm new I'm new!!! Lol. So the p and d nickels in these sets are "business strikes"? I thought the uncirculated were diff from the regular.

Maybe someone else can clarify, are the 2005 & 2006 uncirculated in the satin or business strike finish?

Theoretically the P and D coins were intended for circulation but these got pulled specifically for this set. They were probably in mint bags and would account for the light scratches. It's not a mint set because it has one proof, nor is it a proof set because of the business strike coins. I would venture to guess its just a generalized set commemorating the westward journey release.

Since the set uses the same lens as the proof sets of coins I would say that assembly at San Francisco is a good possibility. The lens welder would probably be the key equipment to making the sets and moving several of the monster bags of circulation coins from Denver and Philly would be easier than moving proof coins around.

I'm not going to dig my sets out, but I think you may be mistaken about the 2005 & 2006 being satin finish. It's my understanding that the satin finish were used only for the Uncirculated Mint Sets. Besides, why would they put the satin coins in these sets when the 2004 couldn't possibly be a satin finish?
