The first "declined" offer dates from November of 2010. I'm guessing this guy is waiting for a sucker to bite. If it were MS66★ it would be a different story, but there are a LOT of 1964 toned halves around.
Although, I have a feeling this coin is stunning in hand. Looks like these images were scanned. I could completely change my mind if I could hold it.
I don't think my offer would cover the cost of the slab. Too many of these things have been made over the years.
