If you look at the feedback his buyers are leaving it's obvious what's going on here. The one buyer is from Belarus. He left positive, glowing feedback for the seller on the same date as the sale. He must have had it all planned out in advance. You probably don't even need to pay. After you win just mark the auction as paid. He will leave you positive feedback. After, just give him negative.
