1836 Mexican 8 Reales - what is marking on left of the open end of the Cap

Can anyone identify the round punch(?) that is on the left side of the open end of the Cap? I have looked at many other 8 Reales and never seen this. Also is it common to have the black ink(?) stain on these coins?
