If a buyer is only issued a partial refund through eBay, do they have to send the item back? Thanks

Not normally partial refunds are for item not as good as descibed in most cases, or shipping cost less than what was charged.

So I shouldn't have to send the item back?

We're going to need a little more information to understand what you are asking.

Actually I meant I shouldn't receive the item them. I sold an iPhone on eBay. The guy received it and said it didn't work. I offered a partial refund, and he denied it, only to open up a case an accept the partial refund. I was just wondering if I would get my iPhone back or not. Thanks

No, you won't get it back. The partial refund was, in effect, a discount for a problem product.

That seems to be a major problem with eBay's current buyer protection policy... in eBay's mind the buyer is always right. If I sell an iPhone and the buyer says it doesn't work (even if it does), he gets a partial refund and keeps the phone. If I sell a raw coin and the buyer says it's not as described (even if it's better than described), he gets a partial refund and keepds the coin. The seller can't leave negative feedback, but the buyer can. Yep... it's a buyer's world.

So I would have been further off just giving him a full refund?

No, he would still keep the phone unless he took a return offer. I have had this happen to me a couple times, the buyer just says something is wrong, is belligerent in the case process and refuses to return, then they say that the seller wants me to spend time and money to ship the item they must have known was broken back. They always win.

eBay doesn't force sellers to do partial refunds. Only sellers can offer that. If the buyer accepts it, the deal/sale is done.

Of course if the buyer isn't happy he can return the product for a full refund.

If the seller doesn't allow refunds then the buyer can take the matter to eBay/PayPal and file a SNAD claim (item is significantly not as described). The buyer almost always wins an SNAD dispute: buyer gets his money back after proving he returned the product.

If you wanted the item returned, you would have had to give a full refund. Partial refunds are for an item that has a problem and they are giving you, the seller, the benefit of the doubt that you had no knowledge of the defect when you listed the item.
