The Coin World piece is a good summary.

$10 silver certificates of 1933 could have been redeemed for 2/3 silver dollars and 1/3 subsidiary silver coin at the descretion of the Treasury.

I don't know if it has been mentioned yet, but at the end of the redemption period, dealers were paying $1.70 on the dollar for silver certificates and redeeming them.
