Over polished dies on Lincoln cent?

I read a post on here yesterday about missing designer initials on a cent and it reminded me of this coin.
I had this coin for a few years and pretty much forgot about it until yesterday.
I'm really not sure if this was caused by over polished dies, only a guess on my part.
The reverse is missing some key features on it.
The designer initials are completely missing an Lincoln is barely visible.
The steps also look weak, but all the lettering seems to be strong.
    Is this a keeper?
    Your thoughts are welcomed.
    Thanks luke

It definitely looks funky, maybe over polished, the details on Lincolns neck are weak, but I am not an error collector, so I hope someone else here can help.

I find coins from the mid-90's with these hairlines from over polsished dies all the time.... Never missing the designers intials though... I keep them anyways....

Probably a combination of polishing and a grease filled die, pretty common, nothing special but a keeper since features are missing.

Yep, that's from an overly polished die. The designers initials and the statue are two areas on the reverse that have the lowest relief so they are the first to get polished off. As far as value I don't think there's any premium for them, it's fairly common on the 83's.
By the way, I'm not an expert so take this for what it's worth.

    Thanks everyone for the help.
I'll put this one on the side for keepsake with the others I have.

1983-P&D & 1984-P&D are fill with odd struck cent to half dollar's.
a lot were re-polished Dies and they struck them till Dies broke!
