2011 P Nickel...What do you think this is?

This is a 2011 P Nickel I found in a bank roll of nickels. I was wondering if anyone had thoughts as to what the "spire" on top of the Monticello could be. Also, I was wondering what is going on with the designer's initials. By the way, both pictures are of the same coin. Thank you!

May be a die chip but it is not a cud. (A cud includes the rim.)

 

If it is raised from the design then it is probably a die crack/chip. No way of telling without better pics though.
