I'm not even sure if the BEP keeps specific records on this, haven't seen anyplace that has it. It however seems that less and less $2 bills are printed as the demand for them is very low. The 1976 is especially common because so many were printed for the sake of commemorating the bicentennial. I'd wager a slightly educated guess that the 2003 is rarer than 1995, and the 1995 is rarer than 1976. Though since millions of each were printed not sure that it would have a significant impact on current value.
