I can't figure it out

Is it a top hat or a derby? I doesn't have a brim so it's not a fedora. The Mint couldn't make it bigger because it ran out of room up there. That's what I told Cherrypicker's when I submitted it for variety attribution but they wouldn't do it because they said it's a plating bubble. When was the last time you saw a plating bubble resting on a head that looked like a hat? I think they're full of something or other. Everyone knows he wore a stove top hat.
