This is a oddity coin. For the record this is a old picture I took before I got a better camera. Ill get a new picture uploaded tomorrow. Just encase you cant spot it. I am of course referring to the line through the word ONE.
If it was a scratch the letters would be showing a silvery color, it also looks more raised than indented into the surface. That said I could be wrong but I don't think so this time around.
It isn't a die crack or a scratch either in the coin or the die. I would also agree that it looks like possible feed finger damage.
