1914 d is this solder?

    It doesn't look like solder to me, just looks like some kind of damage.

    It is damage for sure, but I wonder if it was the beginning of a buildup of metal to fill deep damage to the face area and the "restorer" just gave up on it before it was smoothed down and modeled. Only thought a rare coin would be worth such trouble. It certainly look as if it was purposely done.
