1903 Penny of Unknown Origins

I found this among my grandfathers box of coins, and there is no text marking other than the date and a "1". I suspect it could be Canadian since he lived in Buffalo, NY and had several Canadian pennis and dimes from 1890-1920. Any opinions?

Doh, I misread, I knew it didn't make sense when I saw Franz Joseph. I was just talking to a friend who works in Australia so I blame him! Gosh I feel dumb!

Sir, I like an old Austrian coins too. Am I right, when I suppose that Austrian coins not such popular in USA, than in Russia & Europe? I have a big stuff. All of that coins are very nice, I think.
