Can anyone tell me how to tell if a steel cent has been "reprocessed?"

Thanks!! Great info. I bought a couple that were marked MS65 and they look okay, but lack the luster that was discussed. The plating doesn't look thick and as a matter of fact, through a loupe, it looks like a little rust is showing. I think they've been reprocessed though.
