I would guess 65 and you need to set your white balance.

    MS-64

I think that it is in one of the older holders and would be "up-graded" if it was resubmitted.
    Should I consider resubmitting?

would it be worth it to resubmit this coin to get a MS-64+ or an MS-65.

I agree; No. The coin pictured is a more common date and would not be worth the money and time to said out for resubmition. Besides, that is not the oldest NGC slab. Two slabs previous to that one was the "Bar o' Soap" slab, and those most commonly had a misassigned grade due to later changes in grading condition requirments. The slab pictured with your coin is most likely the correct grade; MS64. This is the grade I voted before I even saw the photograph later posted.

I don't think so. This is a common date coin and I don't know if it would upgrade. TPGs tend to grade the 1881-S very harshly because it is well known to have an excellent strike (probably considered the 2nd best strike of the series behind the 1880-S). Even if it did upgrade, these coins are readily available in MS65 and better and thus the value of the coin wouldn't increase much.
