That SLQ has seen some serious wear. I agree that it's VG. Probably legit in that condition. It doesn't really pay to alter a coin that retails for twenty bucks.
I agree on the overall grade. My concern is the obverse picture in the second set (third photo). The D looks very pronounced given the star next to it and the pedestal below are completely absent from the coin. And you're right, it'd be messed up if they altered a $5-6 coin to turn it into a $20 coin.
Given the seller has absolutely no negative feedback, and it really wouldnt be worth the money to do that, I'd say its likely OK.
Alright, I was thinking it was a key date or something (I don't know SLQ's at all) so yeah... I'd probably buy it.
