1983-P quarters and related coins

Hi! Today I was searching through a jar of "normal" coins (nickels, dimes and quarters 1960-to date) and found some coins from 1982 and 1983. The most impressive was four quarters from 1983-P. The red book says there worth is about $20 if MS-63 which two of them are not, but still cool finds. Other finds include nickels dimes and quarters from both 1982 P and D and 1983 P.

why are 82 and 83s worth more then .25?

 

There were no mint sets made for those years and the quality of the strikes were on the poor side...
