No! If it were missing the clad layer, it would look like copper. Even on a well-circulated coin, it would look either red-brown or brown, similar to a Lincoln cent. Yours appears to be a dull gray. Chris
Tarnished. Probably from some environmental exposure. The coin could have been dropped on the ground and stayed there for a while. Clad coins that have been in or on the ground for a while have that look. (Try it yourself. Bury a clad quarter in your yard and dig it up after a few weeks. It will look something like the quarter in the OP.)
