If it was chemically altered, it would have looked toned (ugly) when submitted to NGC and I don't think it would have passed approval. If it was a napkin, well, that is a different story but I don't think it would have toned as such. Toning from a taco bell napkin just doesn't have one color but more of a "mel-ko" (AT coin doc from ebay) type of look from what I've seen. Now it is true that ASEs do tone quick and I've noticed and sold statehood proof silver quarters that tone as fast as the ASEs in their original red plastic packages. As a matter of fact, the one I just sold on ebay had similar, golden tone to the coins. Don't like the toning and had extra ones so I went ahead and sold them.
Agreed. The toning as a whole isn't attractive, but I do like the color a lot... you don't see that too often, and if it was on a different coin it might be better. But If I was buying it I'd go melt plus a few bucks.
