Damaged coin. Looks like someone smashed the reverse of a Lincoln Memorial Cent into the reverse of your coin. (Note how the damage is incuse on your coin.)
PMD to be a double denomination the host coin would have to be smaller than the secondary coin to fit into the collar. Example a cent can fit into a nickel collar but a nickel will not fit into a cent collar.
