    The asking price is not out of line. Grey Sheet for an 1856 FEC is $11,500/$12,500 in PR-60 and $12,800/$13,800 in PR-63. You can make an offer and see if he takes it.

    The coin is upside down in the slab. More likely, that's an old rattler holder, no longer used by PCGS.

    It's not a rattler... but those slabs do let coins move around from time to time.

    Okay, thank you Dutchman. I wasn't sure, but I do remember those rattlers, had a 65 Morgan in one and cracked it out ;)
