    On desagnations like FBL are proof coins also canidates for the designation?

    No. Proof coins are stuck twice or more under more pressure than Business Strike coins so they (Proof coins) should be fully-struck.

    I have seen the 96 W dime with FT designation. Not sure if it is considered proof though.
