That doesn't just happen. It was mostly rubbed off and is not an error. Sorry, but it probably has diminished in value for being ruined like that. Just my two cents.

How do you determine that it was wear or if it wasn't there at all. It appears that the surface is not worn down . Will grading answer the question correctly?

Grading would be a waste of $$ at this point IMO. I don't know how that error could happen, but wait to see what others say.

It may have been prepared to become a love token or an advertising piece.

If you want to spend $40 or $50 to get it graded, that's up to you. Personally, I think it's been altered or modified.

It would most likely be returned as damaged, but wouldn't say about the "ONE" as the rim damage would be sufficient to reject. Many coins like this were engraving practice pieces. Whether to fool people or not probably couldn't be determined. If you were good enough with a graver to remove the ONE without leaving any visible marks, it would be indicative of skill. A good lens should give an idea if metal was moved. It would be unlikely IMO, that the die could have filled so nicely with grease to leave a smooth, complete removal of the "ONE".

Personally I think it doesnt look like it was PMD for one reason, someone 100 years ago rubbed off the word "One" and probably for the reason Coinmaster1 stated.

Though years of circulation it looks like it was always there. The probability that the die would have been filled only on the word "One" and nothing else is like 1^1,000,000,000,000 but if you think you have that Million dollar coin get it graded. Or at least take it to a coin shop and get their 2cents!

That's PMD, and because of those notches @ 3 and 9 o'clock, it will get a details label.

Thanks for the reply's . So the notch's most likely held the coin steady while the leters were removed...?

so if it determined that it was not PMD what then ??
I looked under a very stong magnifying glass and couldn't see any marks is that good or bad sign.
    Can it be buffed out?

Notice all area's on the reverse are cruddy and corroded, but not where "ONE" is suppose to be. Seems it was done a long time ago by the color of that area...
