Is this an error?

    My friend has this as a lucky charm says he got it as change im not sure if it is though heres a pic i took with my phone best i could take. its a 1990 D Quarter i believe the other side seems to be fine.

    Not an error. Post mint damage, looks like it was sanded or ground down on 1 side.
