The seller has adjusted the colour with his photo editing programme. Look at the backgrounds two different shades of green or lime.
It's a normal coin in a high grade. As for the price - 15$ is a good price for this coin. My coin (10 cenimes) I bought for 27$ + 5$ for shipping.
