Different Question (not ear) about 1984 penny

this has been bugging me since I can't figure out what it is. I have not seen hair curved this way on other pennies. I circled the section which is northeast of the regular ear. Any input will be appreciated.

Probably a small die chip caused that metal blob in the hair.

 

Or a gas bubble.
