    it looks to be a poor reproduction of a Spanish or Mexican coin.

    I agree. Dutch!
    But back in the mid 1950-60 there were belt made of coin like this one.so look for pair of holes on each side it maybe one of them.I have seen a few at yard sales
    Or a China counterfeit
