it looks like the copper wash rubbing off. Starting in 1982, the composition of Lincoln pennies was changed from mostly copper to mostly zinc dipped in copper. Here are the particulars: 1982 and before: 95 percent copper and 5 percent zinc. 1982 to present: a core of 99.2 percent zinc and 0.8 percent copper with a copper barrel plating. There were some of each variety minted in 1982. Unless I'm missing something, your coin doesn't appear to be a rarity or mint error.
