    SPECIMEN notes are used to educate the public and the banks. When there's some type of change in a bank note a specimen note may be used to alert the public of that change. Specimen notes have no value exect to collectors.

    It is equivalent of "образец" which appears to some USSR notes of 1947, and even scarcer the 1961 series.
