I was about to just throw this one in my change bin but then I read something about "wrong planchets" Could this be a penny struck in a dime planchet or is it just PMD?

If it was a dime planchet wouldn't it be 90% silver instead of bronze?

Post mint damage. Someone has tried to cut it down to try and get it to pass in a vending machine as a dime.
