2004P Texas quarter no copper?

    I have a 2004 Texas-P Quarter that appears to have no copper in it. I have done research a bit around the internet and haven't found anything on this other than it possibly being a proof which I don't believe since there are no mirror surfaces and I believe proof's were only minted in SF. any thoughts?

    I would post pictures but my camera won't focus in close enough to give a good view of the edges.

    The weight would be nice too. If it's missing a layer or has some other metal, the weight will be different. If it's plated (much most likely), the weight will be normal.
