1880 IHC.. ideas on grade?

    Recently bought this on eBay. It's in a NGC slab, graded UNC details with "improperly cleaned" as the reason they wouldn't grade it. I think after some toning the coin should go through just fine. Here are some pictures of the coin, what do you think it would grade? Any scratches in the pictures are on the slab, not the coin. Interested to hear what you guys think. Thanks!

    what is wrong with the date? i dont know much about ihc but from the 3 i have from around that time the date doesnt look right to me

    It might just be the angle. Looks like a 64 to me assuming luster is present.

    I am not sure toning will change the outcome of the coin. NGC saw something on the coin I do not see, but you never really know. I have heard of this happening with people just cracking and resubmitting. Not sure this coin is worth all that work.

    It looks like very minor rub at the brow which might drop it to AU58. But I've seen it called cabinet friction and pass to MS grades.

    Toning is not going to solve the problem of a clean.
