Hello, I came across this in my collection. Although I have saved coins since I was a kid I have never considered myself a collector. I have recently become very interested in the hobby and started going through my accumulation. In other words I am not very educated in the hobby and would like to know what kind of error this is and if it has any kind of value. Please note, the cutoff line on the obverse (bottom) is caused from my scanner. Any input would be appreciated.
