Is this something done by a person, or a minting error?

I've had this for a while now - look like that section literally melted or something.

Also, the last nickel is a war nickel I found in a roll I bought off eBay. What was this dipped in?

IMO, the first is PMD, and the second, I have no clue. Its strange you should post that. While I was at the local coin shop today, I saw a 1943 Steel wheat penny. It had an EXTREAM shine to it. I asked the guy whats the deal and he shrugged. I should have got it. Dont know why i didnt.... Its either a chemical thats turned it or maybe its dipped in another.... idk. Strange, good find!

Speaking of steel pennys that are shiny.... grrr... not too long ago I noticed a frame hanging on my grandfathers wall, and it had a bunch of different mint-state coins in it that showed the different coins from the US through the war period. There was a steel penny that appeared untouched. He gave me the set - at some point I naturally took the coins out. I have no clue what I did with any of them.

He also gave me a sheet of 16 $1 bills from 1985 from the treasury. I know where that is.
