Does the British Commonwelth only include those countries that were officially members of said organization in 1950 and later or does it include such places as Palestine and the United States of America, which were British Colonies but aren't anymore?

The British Commonwealth not only includes countries like South Africa & New Zealand. It also includes places like Gibraltar & the Falkland Islands.Palestine is not really regarded as being part of the British Commonwealth, but Ireland,Somaliland,Zimbabwe,& the Hutt River Province Principality are also included as is colonial
    America & colonial Burma.
